Driven by interests in workforce planning and patient safety, a growing body of literature has begun to identify the reality and the prevalence of missed nursing care, also specified as care left undone, rationed care or unfinished care. Empirical studies and conceptual considerations have focused on structural issues such as staffing, as well as on outcome issues – missed care/unfinished care. Philosophical and ethical aspects of unfinished care are largely unexplored. Thus, while internationally studies highlight instances of covert rationing/missed care/care (...) left undone – suggesting that nurses, in certain contexts, are actively engaged in rationing care – in terms of the nursing and nursing ethics literature, there appears to be a dearth of explicit decision-making frameworks within which to consider rationing of nursing care. In reality, the assumption of policy makers and health service managers is that nurses will continue to provide full care – despite reducing staffing levels and increased patient turnover, dependency and complexity of care. Often, it would appear that rationing/missed care/nursing care left undone is a direct response to overwhelming demands on the nursing resource in specific contexts. A discussion of resource allocation and rationing in nursing therefore seems timely. The aim of this discussion paper is to consider the ethical dimension of issues of resource allocation and rationing as they relate to nursing care and the distribution of the nursing resource. Surgical devices are often marketed before there is good evidence of their safety and effectiveness. Our paper discusses the ethical issues associated with the early marketing and use of new surgical devices from the perspectives of the six groups most concerned. Health Canada, which is responsible for licensing new surgical devices, should amend their requirements to include rigorous clinical trials that provide data on effectiveness and safety for each new product before it is marketed. Industry should comply with all Health (...) Canada requirements to obtain licenses for new products. Until Health Canada requires effectiveness and safety data, industry should cooperate with physicians in appropriate studies before releasing new products and should make balanced presentations of all the available evidence. Surgeons should, before using a new surgical device, assess the evidence on its effectiveness and safety and ensure they are properly trained and competent in using the device. Surgeons should provide their patients with an evaluation of the available evidence and inform them about possible complications and the surgeon's level of experience with the new device. Patients, who should be given an honest evaluation of the available evidence, possible complications, and the surgeon's experience, should be encouraged to evaluate the evidence and information to their own satisfaction to ensure that fully informed consent is given. Health institutions, responsible for regulating practice within their walls, should review new devices for safety, effectiveness, and economic impacts, before allowing their use. They should also limit the use of new surgical devices to surgeons trained and competent in the new technology. Professional societies should provide guidance on the early adoption of new surgical devices and technologies. We urge all those involved in the development, licensing, and use of new surgical devices to aim for higher ethical standards to protect the health and safety of patients requiring surgery. The lowest acceptable ethical standard would require device manufacturers to provide surgeons with accurate and timely information on the efficacy and safety of their products, allowing surgeons and patients to evaluate the evidence (and the significance of information not yet available) before surgery. StroudFor those who appreciate the complexity of the pragmatist tradition, the addition of international aspects and figures into recent narratives of its evolution comes as no surprise. John Dewey's influence on his students—and future reformers—from China has been usefully explored, focusing most notably on Hu Shih. Hu saw the value of Dewey's thought, even though he did not imbibe (...) all of it. Later, he would recall the power of the pragmatist's thoughts to provoke creative new ways of expanding pragmatism as a practical philosophy: "John Dewey, with his slow way of lecturing and conversation, was always throwing out right and left these 'seed ideas'—ideas which may fall on fertile soil in the mind of some of his students and grow into intellectual structures probably beyond the dream of the originator" (Hu Shih 95). Hu would return to China after his time in Dewey's classroom and nurture various "seeds" planted in the classrooms of Columbia University into his own creative literary and philosophical approaches to China's problems in the early twentieth century.By now, the Chinese episode of pragmatism's global history is well-known.1 But what of pragmatism's connection to India? Sitting in the same classroom as Hu and Dewey in 1915–1916 was a young Indian student, Bhimrao Ambedkar (1891–1956)—a thinker and leader who would serve a similar function to Hu, germinating useful ideas from Dewey into a new philosophy and a new context. Ambedkar would become a profound thinker who authored many books on a range of subjects pertinent to India's social problems and its democratic hopes. As a political leader, he led many protests for "untouchable" rights, and he served as one of the chief architects for India's democratic constitution in the 1940s. But he was also a deeply pragmatic thinker, one who took inspiration from parts of Dewey's thought that he first encountered while a student at Columbia University 1913–1916. [End Page 65] Ambedkar would write in the Columbia Alumni News in 1930 that "the best friends I have had in my life were some of my classmates at Columbia and my great professors, John Dewey, James Shotwell, Edwin Seligman, and James Harvey Robinson" (qtd. in "'Untouchables' Represented" 12). Ambedkar would be called back to Columbia in 1952 to receive an honorary degree; while he was bouncing around from airport to airport on his way to New York, Dewey died of pneumonia. Ambedkar sat in the King's Crown Hotel across from Columbia University's campus on 4 June and wrote to his wife, Savita, lamenting the news of Dewey's passing: "I am so sorry. I owe all my intellectual life to him. He was a wonderful man."2 Ambedkar had not seen Dewey in person since June 1916, but his work bears the undeniable marks of pragmatism in its unique anti-caste democratic emphases.3Ambedkar would imbibe the thought of Dewey—along with his other progressive professors at Columbia University (as well as institutions in London after 1916)—and return to India to get increasingly involved in the fight for "untouchable" (now referred to as "Dalit," the self-chosen Marathi term meaning "crushed") rights in India. His insistence on gaining the respect that thousands of years of the caste system had denied to him and his fellow Dalits put him at odds with figures like Gandhi, who wanted to emphasize political independence of the Indian nation over what they considered social challenges like caste. While all parts of Ambedkar's education were significant for his fight against caste oppression, he had a particular affinity for Dewey. As recent research has demonstrated, Ambedkar extended and adapted the ideal of social democracy and psychological ethics that he learned from Dewey's courses (Philosophy 231 in the Fall of 1914) and engaged the conversation on custom and force that he heard in Dewey's Philosophy 131-132 course on Moral and Political Philosophy in 1915–1916 (Stroud, "Recovering the Story"). Business schools are frequently blamed for corporate ethical scandals by failing to develop integrity and critical ethical thinking skills in managers. What should business schools teach to address this? The paper proposes a framework for the development and evaluation of a business ethics curriculum, which is grounded on the AACSB learning goals of ethical understanding, reasoning abilities, managerial knowledge and ethical capacities. The framework is two building blocks in the form of tests, which together provide quality measures for business ethics (...) content and a definition of the scope and depth of knowledge an ethics curriculum should contain. Overall, the framework is a supplement to the AACSB guidelines and its purpose is to be a curriculum development tool. (shrink)

For-profit universities are degree-granting institutions that are owned and operated by business corporations. This paper addresses two related public policy questions about for-profit universities. First, should governments and appropriate regulatory bodies permit for-profit universities to grant degrees in their jurisdiction? Second, should higher education policy be developed to create for-profit universities? In this paper, a property rights argument is presented to demonstrate that a corporation should have the right to offer degrees if certain regulatory tests can be met. ABSTRACTEnvironmental ethics research pays much attention to the rights of individuals, future generations, and nonhuman stakeholders to have a clean environment. Moral condemnation is directed at polluters for violation of stakeholder rights. However, little consideration is given in the research literature to those who are harmed by well‐intended progressive environmental legislation. This article addresses the moral entitlements of small, remote resource‐based communities not to be harmed by environmental legislation that results in the elimination of the major employer that economically sustains (...) them. It is argued that these communities are morally entitled to the best attempt by a government to mitigate the harm or compensate for it. The article shows how a government can go beyond compensation to form collaborative public–private partnerships to promote strategically viable future directions for communities. (shrink)

He gives excellent reasons for believing that these two dates exhaust the possibilities: they are far more probable than a date either outside or between them; but there seems to be no sure criterion by which we can decide (...) between the two, and Professor Page has to end his researches with a suspension of judgement. This paper presents a philosophical critique of intuitionism and other current theories of rationality that underlie and, in some cases, question the cogency of codes of ethics. A classical theory of rationality is defended and a concept of ‘reasonableness’ is developed as an ideal-type in setting out the principles for an effective ethical education that can form the basis for implementing a code of conduct.

Many years ago Wilamowitz desiderated a systematic collection of the texts which relate to the different types of poetry composed by the great lyric poets of Greece. He hoped that if we could only crystallize our admittedly scanty information about the characteristics of, say, the Paean or the Dirge, we might be able to reach a slightly better understanding than we have now of the formal structure and artistic design of the poems and fragments which have come down to us (...) under these titles. Investment in financially distressed companies has taken place since the end of the depression. But a new breed of predatory activist investors called "vultures" has emerged in recent years. They take sizable debt positions in insolvent companies with the intention of significantly increasing the value of their investment through aggressive negotiation either in bankruptcy or in pre-bankruptcy restructurings. Predators thrive on adversarial conflict. Vulture investment is legal, but is it morally acceptable? One of the ways in which a poet may show his quality is by discrimination and originality in his choice of adjectives. Poetry likes to adorn the bare noun; a noun such as ‘the sky’ calls out for an attribute. But in practice the poet has to take care to avoid the cliche. He can seldom write ‘the blue sky’; even ‘the azure sky’ has become trite. He has to search for the epithet which will be both apt and original.

For-profit degree granting institutions are a growing and under-researched market segment that represents an extreme level of business involvement in academe. Permitting such institutions to grant degrees is a concern because the profit motive gives an incentive to operators to misrepresent the quality and benefits of such degrees. This paper addresses the issue of how adequately government quality assurance processes are able to protect the public interest. The degree program approval processes in three countries are evaluated using the UNESCO guidelines (...) for cross-border quality provision in higher education as an internationally accepted standard of quality assurance. In this research, we examine the effects that customer perceptions of employee deception have on the customers’ attitudes toward an organization. Based on interview, archival, and observational data within the international airline industry, we develop a model to explain the complex effects of perceived dishonesty on observer’s attitudes and intentions toward the airline. The data revealed three types of perceived deceit (about beliefs, intentions, and emotions) and three additional factors that influence customer intentions and attitudes: the players involved, the beneficiaries (...) of the deceit, and the harm done by the perceived lie. We develop a model with specific propositions to guide organizations with respect to apparently deceitful behavior of their employees. Implications and directions for future research are provided, focusing on the question of whether organizations should consistently encourage honesty or train their employees to be effective liars. Managers in Peru, South Africa, and the United States were classified into four groups along Singhapakdi et al. (J Bus Ethics 15:1131–1140, 1996) Perceived Role of Ethics and Social Responsibility (PRESOR) scale. In Peru and the United States, individuals in the ethics and social responsibility first category reported greater satisfaction with organizational performance than did those in the profits first category. Moral capitalists—individuals who report high emphases on both social responsibility and profits—reported the highest satisfaction with performance in the United (...) States. Managers in the United States are more likely than their counterparts in Peru and South Africa to reject the mutual exclusivity of prioritizing social responsibility and profits simultaneously. From obnoxious public figures to online trolling and accusations of “fake news”, almost no one seems able to disagree without hostility. But polite discord sounds farfetched when issues are so personal and fundamental that those on opposing sides appear to have no common ground. How do you debate the “enemy”? Philosophers Scott Aikin and Robert Talisse show that disagreeing civilly, even with your sworn enemies, is a crucial part of democracy. Rejecting the popular view that civility requires a polite (...) and concessive attitude, they argue that our biggest challenge is not remaining calm in the face of an opponent, but rather ensuring that our political arguments actually address those on the opposing side. Too often politicians and pundits merely simulate political debate, offering carefully structured caricatures of their opponents. These simulations mimic political argument in a way designed to convince citizens that those with whom they disagree are not worth talking to. Good democracy thrives off conflict, but until we learn the difference between real and simulated arguments we will be doomed to speak at cross-purposes. Aikin and Talisse provide a crash course in political rhetoric for the concerned citizen, showing readers why understanding the structure of arguments is just as vital for a healthy democracy as debate over facts and values. But there’s a sting in the tail - no sooner have we learned rhetorical techniques for better disagreement than these techniques themselves become weapons with which to ignore our enemies, as accusations like “false equivalence” and “ad hominem” are used to silence criticism. Civility requires us to be eternally vigilant to the ways we disagree. (shrink)

We introduce a reducibility preordering between classes of countable structures, each class containing only structures of a given similarity type (which is allowed to vary from class to class). Though we sometimes work in a slightly larger context, we are principally concerned with the case where each class is an invariant Borel class (i.e. the class of all models, with underlying set $= \omega$, of an $L_{\omega_1\omega}$ sentence; from this point of view, the reducibility can be thought of as a (...) (rather weak) sort of $L_{\omega_1\omega}$-interpretability notion). We prove a number of general results about this notion, but our main thrust is to situate various mathematically natural classes with respect to the preordering, most notably classes of algebraic structures such as groups and fields. There is a widely held concern that using war and sport metaphors to describe argument contributes to the breakdown of argumentative processes. The thumbnail version of this worry about such metaphors is that they promote adversarial conceptions of argument that lead interlocutors with those conceptions to behave adversarially in argumentative contexts. These actions are often aggressive, which undermines argument exchange by either excluding many from such exchanges or turning exchanges more into verbal battles. These worries are legitimate as far as (...) they go, and given that well-run argumentation is a good thing, we would be remiss not to consider whether our vocabulary inhibits argument's proper functioning. .. Conventional wisdom suggests that dishonesty on the part of an organization's employees has a negative effect on the organization's reputation. However, many organizations condone (or even require) dishonesty under certain circumstances. In this research of 128 airline passengers, we examine situations in which employees are perceived to be dishonest within one such industry, the international airlines, and examine the impact of this dishonesty on organizational reputation and customer satisfaction. We found that the reputation of the firm was most damaged when (...) the lie benefited the company or the employee, rather than the passenger. In addition, the view of the airline significantly decreased when the lie caused a high amount of harm (compared with a low amount) to the passenger. (shrink)

From the perspectives of both an espoused core underlying value of nursing, and of public policy, the patient's voice should be central to our understanding of patient/client need, appropriate care and intervention. However, accessing and hearing the patient's voice is fraught with difficulty. Edwards reminds us that our raison d’être as nurses is human vulnerability; a vulnerability sometimes brought into sharp focus because of illness or disease. However, when people are at their most vulnerable, they are often least able to (...) identify, or indeed to express, their need – beyond the completely obvious. This paper provides a short descriptive record of one patient's experience of nursing care. This description is placed within the context of moral arguments about the nature of nursing and the impact this may have on decision‐making regarding the appropriate distribution of nursing time. One of our most acute deficits in knowledge, regarding nursing in the UK and Ireland, is a lack of knowledge of the day‐to‐day activities judgements, decisions and interventions of staff nurses at the sharp edge of patient care delivery. We also have little understanding of how, or indeed whether, staff nurses identify or articulate these activities, judgements, decisions and interventions as having a moral dimension that is rooted in respect for the needs and perceptions of the individual patient. Recent empirical work suggests that a substantial proportion of nursing time is spent in prioritizing and delegating care. We have little idea of the impact of prioritization and delegation on the quality of patient care, as perceived by the recipients of that care, our patients. It is urgent that these deficits in our knowledge and understanding are addressed. This is the case both from the perspective of providing high standards of patient care and from the point of view of linking perceptions of the moral dimension of nursing practice, organizational structure, manpower planning, nursing decisions and interventions, to patient outcomes. Bacteria are divided primarily into monoderms and diderms. Photosynthetic species are spread among the taxonomic groups, some having type I reaction centers, others with type II reaction centers, and some containing both. In most bacterial phylograms, photosystem types and diderm taxa are polyphyletic. A more parsimonious arrangement, which is supported by photosystem evolution, as well as additional sets of molecular characters, suggests that endosymbiotic events resulted in the formation of the diderms. In the model presented, monoderms readily form a monophyletic (...) group, while diderms are produced by at least two endosymbiotic events, followed by additional evolutionary changes. (shrink)
